Membership Eligibility

Any county level FSA employee who is serving under permanent appointment is eligible to become a member of NASCOE. In order for a candidate to become a NASCOE Member, they must first meet the eligibility criteria and submit dues to their respective state affiliate organization, which must forward the individuals NASCOE dues to the NASCOE Secretary Treasurer. For those other than permanent county level FSA employees, Associate Membership is available – see below. For information on Membership awards, see the Awards Page.

 

Associate Membership

Many state office employees, county committee members, District Directors, temporary employees and retired employees, and friends choose to participate in and support NASCOE as an Associate Member.  Associate Members share in the rewards of NASCOE�s active legislative work on program delivery and federal employee issues.

 

Honorary Life Membership

Honorary Life Membership: NASCOE’s Constitution and By-Laws under article II Section 3: Any person who was a member of his or her state association since the second year of formation or from the first full membership year of employment until retirement and an annuity is earned would be eligible for Honorary Life Membership in NASCOE. Honorary Life Membership for RIF’ed employees is limited to those retaining their Civil Service Retirement Rights. States must certify to the above at the time a request is submitted to the National Membership Chairperson for recognition as an Honorary Lifetime Member. NASCOE will supply an Honorary Lifetime Membership Card to the state. The State will be responsible for issuing the card to the recipient. If any state has a person they would like to recognize and the person does not meet the above requirements, the state may request a waiver with the proposed member’s consent through the NASCOE National Membership Committee Chairperson. The request shall include the person’s membership history and the reasoning for the exception. Such request will be acted upon by the Executive Committee at the next scheduled board meeting and the state will be notified of the board’s action.

 

Membership Awards

Membership Awards : from the NASCOE Executive Committee, item #35 Membership Awards: Plaques for 40 years of 100% consecutive or cumulative membership for counties and members will be issued on an annual basis at the NASCOE National Convention. Plaques to be provided at NASCOE expense with prior approval of the Executive Committee. In the case of combinations of counties or shared management – this action will not adversely affect the consecutive or cumulative status of the affected county.
