Message from RASCOE President....

I am the new Pres. and would like to bring you and our RASCOE members up to date on our latest activities.

At our last National Convention, we voted to hire a Washington Rep., Dave Senter and his staff to represent us in Washington. We have had problems getting into Congressional Offices where we needed to be and felt our money would be better spent on a Rep. in D.C. that could help us with our legislative goals.

Our bill to offer retirees the same benefit as current employees, to pay our health insurance on a pre-tax basis, HR-1110, has been moving. It has passed acouple of committees with full support and now rests in the House Ways and Means Committee. We are hopeful that this will get some action after the first of the year.

Also the bill to eliminate the GPO & WEP has had some hearing held in the Senate, but no action as of now. There were several groups that testified in favor of the bill so we will have to wait and see what happens to this.

We would like to encourage all retirees to be come members of RASCOE. We would like to increase our membership each year and know that we have many potential members out there. Come, join your fellow retirees in RASCOE.

WHAT IS RASCOE

In 1994, a group of retired ASCS Employees organized the National Association of Retired ASCS Employees.

THE PURPOSE

To promote the welfare of the association’s members by alignment with other organizations and actively lobbying to maintain the integrity of retiree benefits.

MEMBERSHIP

An ASCS/FSA retiree becomes a member by paying association dues.

Any member of a state retiree organization which is affiliated with the national organization shall be a member of the national organization.

Any one wishing to show support for RASCOE may be an associate member by paying association dues.

RASCOE MEETINGS

The Annual Meeting is held in conjunction with the NASCOE Annual Convention.

RASCOE OBJECTIVES

Seek legislation to abolish or amend the GPO & WEP Provisions of the Social Security Law to allow retirees to receive full benefits earned

Continuation of the FEHBP as now available and obtain the right to pay FEHBP Premiums with pre-tax dollars.

Continuation of Medicare substantially in the manner as now authorized.
